Through-year assessments may well be an improvement over end of year test, and here is a great overview.

The Feds went from $12m to $29 for CGSA program.  Not exactly same as IADA program that all states can now apply to, but both call for new accountability systems.  $100m bill in the  works.  New systems are coming.
